The Marion County 708 Mental Health Board is committed to ensuring its website is accessible to all residents, visitors, and members of the public, including people with disabilities.

As a publicly funded board serving Marion County, Illinois since 2000, we believe every person has the right to access information about mental health resources and board activities without barriers. Mental health information must be equally available to everyone — including those who rely on assistive technologies to navigate the web.

3. Accessibility Features

Visual

• Text can be resized up to 200% without loss of content or function
• All text meets a minimum contrast ratio of 4.5:1 (normal text) and 3:1 (large text)
• Color is never the sole means of conveying information
• All images include descriptive alt text; decorative images are skipped by screen readers
• No content flashes more than three times per second

Navigation & Keyboard

• Skip to Main Content link is the first focusable element on every page
• Proper ARIA landmarks: banner, navigation, main, contentinfo
• Heading levels follow a logical hierarchy — no levels are skipped
• All interactive elements are keyboard-operable; focus indicator is always visible
• Touch targets are a minimum of 44×44 pixels on mobile

Links & External Sites

• All links have descriptive text that makes sense out of context
• External link warning dialog is displayed whenever a link takes you outside this website
• Links opening in a new tab are identified to screen reader users

Forms

• All form fields have visible labels linked by for/id attributes

• Session time-out warnings are provided before data is lost

This website is built on WordPress with Elementor, delivered through the SnapSite.us municipal platform. Technologies relied upon for conformance:

Tested with: NVDA + Chrome, JAWS + Edge, VoiceOver + Safari (macOS & iOS), and TalkBack + Chrome (Android).

5. Known Limitations

• Third-party embeds — External tools such as meeting calendar integrations or document viewers may not fully meet WCAG 2.1 AA. We work with vendors to improve accessibility.
• Legacy PDFs — Older documents may not be fully tagged for accessibility. Accessible versions are available upon request at no charge.
• Crisis line embeds — Some embedded crisis resource widgets (such as the 988 Lifeline embed) are provided by external providers; we cannot control all aspects of their accessibility.
